Water Quality Coordinator

Part-Time Hourly-No Benefits

Flexible Hours Contingent on Departmental Need

Wage $15.00-$23.00 Per Hour Based on Qualifications and Experience

SUMMARY: Under general supervision of the Director of Water Filtration/Lab Manager, performs a variety of routine and complex tasks associated with the analysis of water and wastewater samples to ensure quality standards are being met, and assists with day to day operations to ensure compliance with EPA regulations, and safe and pure water for human consumption; performs other duties as assigned.

EXAMPLES OF DUTIES AND RESPONSIBILITIES: (which are not in any hierarchical order)

  1. Assist Director of Water Filtration/Lab Manager with coordination of lab activities, workloads, including delegation of workload to Certified Lab Analysts and Operators.
  2. Collect representative samples from various stages of treatment and from residential, industrial, commercial, and institutional establishments.
  3. Perform chemical, physical, and biological analysis in a timely manner as required by federal and state regulations, city ordinance and department policies and procedures.
  4. Perform quality control and quality assurance related to laboratory and plant operations.
  5. Assemble, operator, calibrate, repair, and maintain laboratory and plant instrumentation and equipment.
  6. Maintain laboratory, instrumentation, equipment, inventory, and analysis records in accordance with federal and state regulations, city ordinance and department policies and procedures.
  7. Assist Director of Water Filtration/Lab Manager and staff to maintain inventory of laboratory supplies.
  8. Prepare chemical and bacteriological media, reagents, and test solutions.
  9. Prepare written and oral reports.
  10. Clean laboratory dishes.
  11. Deliver or ship samples to reference laboratories as necessary.
  12. Assist the Director of Water Filtration/Lab Manager with the day to day operations and monitoring of water quality and wastewater parameters.
  13. Assist Director of Water Filtration/Lab Manager in researching and selecting laboratory and plant equipment.
  14. Assist Director of Water Filtration/Lab Manager in researching and interpreting various standards, regulations, and legislation as it relates to water and wastewater treatment and laboratory functions.
  15. Instruct and train personnel in the proper operations, maintenance and repair of laboratory and plant equipment.
  16. Utilize and wear proper protective safety gear and equipment.
  17. Respond to citizens questions and concerns and provide the best possible customer service and maintain image of city.
  18. Operate city-owned vehicles and equipment.
  19. Perform "confined space" duties.
  20. Maintain the cleanliness of the laboratory.
  21. Be available after hours, on weekends and on holidays to collect and test water main break samples on a rotational basis.
  22. Perform other duties as assigned.


Knowledge of water plant processes, flow patterns, controls, and the operation of treatment equipment.

Knowledge of OSHA regulations, EPA regulations, IDPH standards, Safe Water Drinking Act and safe work practices.

Knowledge of basic principles of chemical, physical and bacteriological examination and treatment of water.

Knowledge of standard laboratory principles, technologies, and equipment.

Knowledge of the function of hand tools.

Ability to ensure safe work environment.

Ability to learn and understand state and federal requirements relative to water quality and laboratory operations.

Ability to utilize a personal computer and understand software and programs utilized in performing duties.

Ability to safely handle various process chemicals, recognize potential hazards, and employ proper procedures and safety equipment.

Ability to react quickly and make independent decisions regarding various operating conditions.

Ability to direct other employees to ensure quality workmanship.

Ability to work independently.

Ability to understand and follow oral and written instructions.

Ability to work in inclement weather conditions.

Ability to effectively communicate with those contacted throughout the course of the workday.

Ability to maintain effective working relationships with other departments, agencies, employees, supervisors and the public.

PHYSICAL REQUIREMENTS AND WORK ENVIRONMENT: There is frequent need to stand, walk, sit, climb, twist, bend, stoop, talk or hear, use hands and fingers, lift up to and over twenty-five (25) pounds, and perform other similar actions during the course of the workday. Works closely with hazardous chemicals and materials, mechanical parts, and slow-moving equipment. Position is subject to emergency call out. The City of East Moline promotes a drug/alcohol free work environment through the use of mandatory pre-employment drug testing.

MINIMUM QUALIFICATIONS: The equivalent of a High School Diploma and Certification from the Illinois Public Health Department to perform Colisure and any other necessary testing within six (6) months. One (1) year experience in a medical, scientific, environmental, or educational laboratory; or the equivalent combination of training and experience which provides the required knowledge, skills, and abilities.
